The research, planning and design of the Keihin New Town was undertaken by a interdisciplinary team for the Japanese Ministry of Trade and Industry. The first phase of the project included a feasibility study and conceptual design proposal compiled in a research document and presented to the Japanese Ministry of Trade and Industry.

YSA was responsible for developing the conceptual design for this 55 hectare site. A primary goal set by the client was to design a model for energy efficiency and economic sustainabilty. These requirements guided the mix of housing, density and distribution of commercial, light industrial, retail and office space throughout the site.

Together with conditions surrounding the site, the history of the city of Yokohama, the Keihin region and the unique context of Tokyo Bay and all the basic environmental conditions were considered within a matrix model to develop the basis for the Master Plan.
